In contrast with the theoretical assumptions of the fifties and sixties international economic integration did not develop towards regionalization in the seventies, but towards a growing world-wide division of labour. Exhaustion of the reserves of extensive development and inadequate adjustment to world economic changes put on the agenda the task of developing the economic mechanism in the direction of flexibility also in the European socialist countries. The two factors make it difficult to justify that the armory of cooperation developed in another system of external and internal conditions should remain unchanged in the new situation. The article examines the practice of plan-coordination in detail, criticizes the "international plan-bargain" developed in the seventies and seeks an answer to the question what direction of development would serve improvement of adjustment to the world economy. After a survey of the theoretical antecedents and planning-techniques of the long-term special-purpose programs of cooperation the author challanges the exaggerated expectations that spread at the time of the announcement of these programs, as well as the ideas which try to present these programs as tools of regional import substitution. He points out that the efficiency of both plan coordination and the special-purpose programs can be enhanced through a comprehensive reform of the financial system of the CMEA and not by implementing directive concepts extended to international level. Such a regional system of tools of cooperation is in harmony both with the objective process of world-economic integration started in the seventies and expectably continuing in the eighties and with the interests of the community.
