The Sava River flows through Slovenia, Croatia, Bosnia and Herzegovina, and Serbia on its way to join the Danube in Belgrade. This formerly national river became international as a result of the 1991-1995 Yugoslav conflicts. Following the end of hostilities, the need for joint management of the river according to up-to-date management principles provided the formerly warring parties an opportunity to build new regional cooperative institutions. Multiyear negotiations with international support produced the Framework Agreement on the Sava River Basin (FASRB) and the Protocol on the Navigation Regime to the FASRB;1 to implement these instruments, the International Sava River Basin Commission (ISRBC) was established in 2006 with headquarters in Zagreb, Croatia.
