The EU boasts layered citizenships1 – the nationalities of the Member States are supplemented by an “additional”,2 “independent”3 EU-level citizenship granted to Mem-ber State nationals and impossible without the nationalities of the Member States.4 Ac-cording to the Court of Justice, it is “destined to be the fundamental status of nationals of the Member States”.5
