This report, commissioned by the Association for Water and Rural Development (AWARD)
through the RESILIM-O project, seeks to provide a review of international protected area
management effectiveness (PAME) experience. This includes (i) a brief history of PAME and an
overview of the main evaluation tools utilized by various institutions at both regional and
national levels, with associated strengths and weaknesses inherent in these tools, (ii) a
discussion of the growing criticism of composite PAME evaluative tools and their utility in
capturing stated biodiversity and/or social outcomes, and (iii) important lessons and
recommendations for the South African context in general, and the RESILIM focus area(s)
specifically
