Abstract (may include machine translation)
While Russia, at least since the Second World War, has always defined itself in relation to America, the centre of gravity of Russian foreign economy and foreign policy has traditionally been and remains Europe. This contradiction is associated in the twenties with the duality of postmodernity and 19th century balance politics. The paper argues, through a historical overview, that the solution can be grasped through a different relationship between foreign and domestic policy. While in most countries foreign policy is an extension of domestic policy, in Russia it was and is the other way round. Foreign policy is a tool for internal, nation- and state-building, and can only be understood as such.
