The combined evidence from the ECE region shows that large groups of citizens have chosen to refrain from participation in newly established democratic institutions, and that the remaining active electorate has become radicalized. These processes originate from external and internal economic and ideological causes and endanger the future and quality of democracy in Eastern and Central Europe.
