This article explores the irreconcilable contradiction between the Lisbon Treaty, which created the European Union in its current form, and the crisis management measures implemented between 2009 and 2015. While the former are firmly anchored in the public sphere of government, the latter are grounded in supranationalism. In the short term, the tension involves what appear to be pragmatic compromises that fundamentally change the nature of the political substance of the Union.
