Három rövid cikkből álló sorozatban betekintést szeretnénk nyújtani az Európai Unió 7. keretprogramjának COEURE (Cooperation for European Research in Economics) projektjébe, amelynek célja az európai közgazdaság-tudomány fejlődésének és alkalmazásának előmozdítása, az egyetemi oktatók, kutatók és hallgatók közötti párbeszéd élénkítése, az oktatási intézmények és kutatóintézetek együttműködésének ösztönzése, valamint a közgazdasági kutatás és az európai gazdaságpolitika különböző igényei közötti összhang megteremtése. Az EU gazdaságpolitikájának hatékonysága elmarad a méretétől és a fejlettségétől várható szervezettségi szinttől. E viszonylagos „szervezetlenség” és „lemaradás” főbb okai a nyelvi határokban, az oktatás tradicionális különbözőségeiben, valamint a kutatási tevékenység elaprózottságában is keresendők. Cikkünkben a gazdaság emberi tényezőire koncentrálunk: először az oktatás és az emberi tőke fejlődését elemezzük, majd az oktatással esetlegesen elmélyülő egyenlőtlenségeket és ezek jólétre gyakorolt hatását vizsgáljuk. Harmadszor, az európai munkaerőpiac egyik legfontosabb sajátosságát, a piac dualitását mutatjuk be, végül Európa egy demográfiai jellemzőjét, a társadalom elöregedését és az arra esetleges megoldást jelentő migráció általános nehézségeit vesszük górcső alá. n a series of three short articles, we would like to give you an insight into the European Union's 7th Framework Programme COEURE (Cooperation for European Research in Economics) project, which aims to promote the development and application of European economics, to stimulate dialogue between academics, researchers and students, to encourage cooperation between educational institutions and research institutes, and to create a match between economic research and the various needs of European economic policy. The effectiveness of EU economic policy falls short of the level of organisation expected for its size and development. The main reasons for this relative 'disorganisation' and 'lagging behind' are also to be found in language barriers, traditional differences in education and the fragmentation of research activity. In this article, we focus on the human factors of the economy, first analysing the development of education and human capital, and then examining the inequalities that education can deepen and their impact on welfare. Thirdly, we look at the duality of the European labour market, one of its most important features, and finally, we look at a demographic feature of Europe, the ageing of society and the general difficulties of migration as a possible solution. The paper concludes with a summary of the possible direct economic policy implications of the problems discussed.
