The slogan of the radical reform, announced at the 27. party congress, becomes a programme of acting, transforming economic practice in the wake of the decisions of 1987. January and June sessions of the Central Committee of the Communist Party of the Soviet Union. The author, in the present two-part article, examines the many-folded problems of Soviet transformation narrowed down to economic management, from a practical point of view. The basic question is how much the Soviet economic management has been transformed and to what extent the old one—labelled by the party decisions as the mechanism of hampering progress—is in function. To give the answer, the article surveys the solutions and conclusions of the "far-reaching" experiment introduced in 1983, why, since January of this year the whole Soviet industry works on the basis of that. The article analyses the method of „self-financement", which, according to the plans, will become generally applied by 1989. After that the management of the individual national economy sectors is looked over, while in the subsequent part the author, based on the debates of economic literature, attempts to describe the heart and model characteristics of the new mechanism, which is planned to be introduced not later than 1991.
