Immár egy évtizede annak, hogy a geopolitikai korlátok lazulását és a szovjet Titanic föltartóztathatatlan süllyedését érzékelő magyar gazdaságvezetés a szocialista modell megjavítását, majd piaci elemekkel történő feljavítását célzó kísérletek helyett a valódi, jelző nélküli piacgazdaság gondolata mellett köteleződött el. Az első kétnapos reformbizottsági megbeszélésre 1988 februárjában került sor a Pénzügyminisztérium pünkösdfürdői üdülőjében, ahol a politikai korlátok hollétére vonatkozó kérdésre a válasz az volt: az állambiztonságiak semlegességét Németh Miklós KB-titkár garantálja. 1988 augusztusában reformbizottságok alakultak, s az év novemberében megjelent reformplatform (Figyelő, 1988/49. sz.) a magántulajdonon alapuló, önszabályozó piacgazdaság és a nyugati orientáció meghirdetése jegyében készült.
