A növekedés, az euró és a fenntarthatóság

Az írás azt a talányt vizsgálja, hogy az EU tagság a várakozások ellenében miért nem vezetett a közös valuta gyors átvételére és a felzárkózási folyamat tartósulására. A balti és a balkáni új EU tagokra összpontosítva megvizsgáljuk az általuk folytatott nem etatista, de a közös valuta és a fejlődés fenntarthatósági követelményeivel élesen szembemenő gazdaságpolitikát. Feltételezzük - utóbb igazoljuk – hogy ennek hátterében a makroökonómiai alapösszefüggéseket egyoldalúan előtérbe helyező, és a bonyolultabb mozzanatot, főképp az időigényesebb intézményépítést elhanyagoló megközelítés áll. A szerves fejlődést rövid útra terelni kívánó, türelmetlen és rögtönző gyakorlat azonban visszájára sült el.

This paper examines the conundrum of why EU membership has not led to the rapid adoption of the single currency and the sustainability of the catching-up process, against expectations. Focusing on the new EU members in the Baltic and Balkans, we examine their non-ethical economic policies, which are in sharp contrast to the sustainability requirements of the single currency and development. It is assumed - and subsequently confirmed - that this is due to a one-sided focus on the macroeconomic fundamentals and a neglect of the more complex aspects, especially the more time-consuming institution-building. However, this impatient and impromptu exercise in shortcuts to organic development has backfired.
