The article gives an analysis of the new developments and tasks of the many-sided cooperation among the socialist countries, in view of the smaller Eastern European CMEA countries. From among the new developments, the article examines the worries caused by the stagnation and occasional decrease of inter-trade, as well as the question, how the growth-oriented cooperation mechanism managed to cope with these problems, furthermore what sort of financial problems emerged due to the lack of changes. The article surveys the energy problem, a cause of tension in the economic structures of CMEA countries and criticizes the attitude of setting upper limits to imports. It gives a detailed survey of the problems of incentives in the agricultural trade and production of CMEA and of the dilemmas it entails for development policy. The article points out that \yitlr cooperation in the processing industry coming into the fore, the earlier known weak sides of the international mechanism come to the fore as well, limiting the possibilities of meeting those new quality and technical requirements that had been formulated by the Soviet side. Finally, the article gives a critical analysis of the legal regulation and the operation of the joint, many-sided CMEA organs and formulates the requirement for a radical renewal in both fields.
