Abstract (may include machine translation)
The paper presents the changing environment of CMEA cooperation and the process of its renewal as exemplified by the Comprehensive Program of CMEA scientific and technological development up to the year 2000. The author states that for a successful implementation of this program the transformation of the total mechanism of cooperation is needed. In this respect he expends principles for the development of the CMEA organisational setup, special importance being laid on enlarged rights of joint ventures. Joint ventures between CMEA countries—or with Western firms for that matter—cannot be successful if the convertibility of local currencies is not secured. As for East-West trade, the paper analyses the obstacles to its growth and the possibilities, (on both sides) of their elimination. We have to bear in mind—the author says—that no big „political" deals are left, so that more trade is to come only from smaller contracts. This changes the role of the government. Instead of participating directly, it has only to establish favourable conditions for private deals.
