Renewed talk in the West about 'the end of development' following radical US foreign aid cuts overlooks China's global ole in 'post-aid' global development theory and practice. Under the banner of 'South-South cooperation', China has emerged as the main champion of and external protagonist in African development. Promoting 'Chinese modernisation' as the superior alternative to Western-sponsored development, Beijing contends that for African states, poverty is not destiny. African states have sought to exercise selective agency in managing relations with China and other external powers. The first part of the course establishes foundations, starting with the history and myriad different meanings of development in Africa across time. The second part examines key themes, including the 'China Model' in African development, 'structural transformation' and industrial development, the geopolitics of critical minerals, and connections between development and security. In doing so, it will consider a number of topical questions: What, if anything is 'Southern' about China's development engagement in the 21st century? Is China merely diversifying African dependency and its structural subordination in the global economy? What are the implications of intensifying geopolitical competition for African development? What are the prospects for African states to forge their own development paths going forward? Rather than focusing on China and other external powers, this course foregrounds African states and requires students to select and use a running African country case study. As well as providing an academic orientation, the course is designed both to actively engage current and anticipate future policy challenges in a world where China is central and essential, not incidental and optional, to development studies and practice.Part of the Development specialization for MAPP and MPAPart of the Policy track courses for MAIPA
