Various themes and topics will be discussed: the (lack of) effectiveness of execution of judgements, the contentious Brighton declaration, the 'procedural turn' in human rights judgments, particularly vis-à-vis civil and political rights, and Russia's exit from the Council of Europe. Classes and readings cover - among others - the history and structure of the Council of Europe, the monitoring procedures, and the scope of the rights covered. Students will develop an understanding of the past, present and future of the protection of rights under the Council of Europe system.
