Enhances Career Readiness - The final simulation project is designed to mimic real-world policy evaluation exercises, preparing students for careers in international governance, NGOs and data driven public policy roles.This seminar provides students with hands-on experience in the actual development and implementation of public policies, as well as the evaluation of public policies using the Results-Based Management (RBM) system. Quantitative data modelling, policy analysis and storytelling are combined to improve decision-making and impact assessment. The course is structured around three pillars:I. RBM as a Policy Framework· Public policy interventions focused on measurable impact.· Theories of Change (ToC) and Logical Framework Approaches (LFA) developed to design and implement evidence-informed policies.· The use of the MEL approach in the context of policy making and implementation.II. Data-Driven Decision-Making & Policy Analytics· Quantitative and qualitative data modelling for policy impact assessment.· Techniques for structuring, tracking and visualizing performance indicators (KPIs, outcome metrics).· Behavioral analytics and systems thinking in policy effectiveness. Real-time tracking of reform progress and real-time evaluation of policy interventions using your developed methodologies.III. Strategic Policy Communication & Stakeholder Engagement· Translation of complex policy evaluations into compelling narratives for policymakers, stakeholders, and the public.· Policy advocacy and reform buy-in through storytelling techniques.· Stakeholder alignment, technical correctness versus political feasibility.In class, students will learn how to create data-driven policy frameworks, how to use performance measurement tools, and how to tell the story of results using real-life examples from international organizations (i.e. EU, OSCE, UN) and government agencies. The course is hands-on and ends with a final simulation in which students design their own RBM-based policy intervention.
