The course offers a detailed analysis on fiscal policy and all relevant issues of planning, execution, modification and control of budgets at all levels of the general government. Legal and sociological, as well as policy and international framework of budgeting are to be described. Distinction is made between current and capital budgets and the importance of a balance sheet of both the central and general governments is emphasized. Asset and liability management frameworks are to be discussed. The significance of budget balances and public debt is analyzed in detail. Special emphasis is to be put on treasury management systems. Fiscal federalism, i.e. the role of sub-sovereign governments is explained in detail, including the various alternatives of financing models, including income transfers, among various levels of the general government. The most important items on the income and expenditure side of the budget will be analyzed in detail. Taxonomy of taxation is offered alongside comprehensive evaluation of various types of taxes, both direct and indirect, understanding the importance of tax base, tax rates and exemptions, too. On the expenditure side of the budget deep analysis and evaluation of education, social support, pension systems and health care completes the picture. We will also discuss the various alternative reform programs in all these important areas of human infrastructure, including both parametric and paradigmatic reforms and their possible outcomes.
