https://at-ceu.studyguide.timeedit.net/modules/INTR5785?type=COREThis course examines contemporary issues in the geopolitics and governance of the global Internet and critically assesses processes of knowledge production, policy formulation, and everyday practice in this domain. It studies how theoretical and ideological constructs translate into, and take shape within, a variety of action frameworks in cyber and digital affairs, as expressed in claims, practices, and interactions of state and non-state actors. In particular, it focuses on a range of ideas, formal initiatives, and strategic and tactical means geared towards governing the global cyberspace. It therefore delves into frictions and parallels across what has become known as authoritarian and liberal perspectives, specifically through the development of the framework of responsible state behaviour in cyberspace. This focus allows for a closer look on how traditional concepts in global politics, such as sovereignty, deterrence, governance through norms, or capacity building, acquire their meaning and shape in global cyber and digital politics. It further leads to greater precision and nuance in the analysis of contemporary diplomacy, including its digitalisation, the construction of threat landscapes, the reinvigoration of practices of deception, accountability, and attribution, as well as the investment in cyber resilience. The course develops and employs the skills and sensibilities of critical and interpretive analysis.
